The Russian Minister for Industry and Trade Denis Manturov was quoted by Moscow-based business oriented newspaper Vedomosti as having said that electronic cigarettes will be “regulated as a ‘separate’ product category because they are ‘safer’ than cigarettes.”

In response to news of the Russian government’s stance on e-cigs and the prospect of how they might be regulated in the country, Legalise Vaping Australia (LVA) tweeted: “Even Russia is leaving Australia behind.”

It is currently illegal to buy or possess liquid nicotine in Australia without a recommendation from a licensed physician.

As for how such products should be regulated, Manturov, in his interview with Vedomosti, suggested “making a special law to regulate such devices with obvious restrictions, such as sale ban to minors, no smoking in schools, kindergartens and other similar places, and also we need to introduce administrative responsibility for violation of these restrictions.”

“We suggest making a special law to regulate such devices with obvious restrictions, such as sale ban to minors, no smoking in schools, kindergartens and other similar places, and also we need to introduce administrative responsibility for violation of these restrictions.”

And to encourage smokers to make the switch, he suggested that vaping supplies be taxed at a lower rate than conventional tobacco products.

Manturov’s views on vaping are more or less in line with those of the United Kingdom’s public healthcare system as in the U.K., the general consensus is essentially that vaping is less harmful than smoking and that it should subsequently be encouraged to smokers. By Public Health England’s account — well, according to the findings of their e-cigarette review conducted by independent experts — electronic cigarettes are around 95% less harmful than traditional cigarettes.
